I would say no to all of those. What usually happens is people (and not necessarily tourists--I've been out with plenty of groups of lively French locals) come out of a bar, a dance club, a restaurant, perhaps a place that has karaoke, both before and after closing time, and in their enthusiasm forget that there are neighbors around them trying to sleep. It's not intentional, just thoughtless.

In a place that has a large anglophone clientele, it makes sense to post a sign in English. Maybe the French are a wee bit more conscious that there are people living all around, but people out having a good time are generally focused on doing exactly that, no matter their home address.

That's really a shame. And I suspect the majority of the perputrators are tourists.
I see signs like that now and then at the doors of bars and restaurants, but unfortunately for the neighbors they're not always very effective!
That's really unusual ... and I bet people were. All bars don't want is for the neighbors to start complaining.

A very popular sports and party bar, it is also a good neighbor. They recently hung out a banner next to their doorway asking in English for patrons to be considerate
of the neighbors and to keep all noise levels down!
