If you're willing not to be in Paris, there's been definite price cuts outside of the city.
The French economy is hurting and landlords are being forced to reduce rental prices. There's probably even more room to negotiate in Paris if your financial papers are in order. Be sure to have someone who KNOWS French law read your lease. You don't want to be signing the dotted line and then be sorry.

The closer you are to the center of Paris the higher the rents. Thre are a number of rental agencies but the best thing may be to make a reservation at an inexpensive hotel for a few days and then visit some of the immobilier as you walk among the arrondissements and look in the windows at their listings.

While Paris is a tough place in which to find living quarters, with your requisites you may be in luck. Many (most?) apartment buildings in Paris have rooms on the top floor which in olden days were used by servants. These rooms range from 6 sq. meters on up. While many were used primarily as an extra room by the principal apartment owners, quite a lot are now rented, and I have even seen signs in real estate windows offering these tiny places for sale on stand alone basis. I think the buyers, if any, are investors intending to rent, though the upside in a 7 sq meter room with no shower or toilet escapes me.
