Hi .. . I am here. Unfortunately, I hold no magic wand for finding apartments! The easiest way to come to Paris is to initially share an apartment that someone already has. Then hit the ground ....ask EVERYWHERE and everyone. I agree with Phyllis that you have to be here, have your papers in order and be willing to move quickly!

Unfortunately, you might need to be here in order to rent something. I recently moved and was willing to pay an agency fee as well and still had problems. I called serveral agencies and NEVER got a call back from any of them, so don't feel bad that they haven't gotten back to you, things don't work here like they do in the US. The agencies do not go out of their way to help you find something.
You also must be willing to take something right away as most places you see will be available immediately even if it's mid-month. If you are here only for a year, you might want to check out FUSAC or the American church, which will have apartments geared towards foreigners.
In the end I was able to find something myself with Particulier which Sam lists below.
Karen several times mentioned an agency that has what you want. Check with her or look for them in the Hotel Section in her posts.

Well it looks like I am in the same boat as all people coming to Paris to study or live this year. I need an apartment! and I am willing to pay the agency fee. The problem is I have exhausted all my online resources (lodgis, nyhabitat, paristay, parisattitude) because I didn't jump when I saw something I liked. So now I am getting desperate. So, my question to you all is can you reccommend a good agent (that will not charge more than one month's rent) who can find a two-bedroom (no more than 1200 Euro) in the 10,11,18,20, 19, 12, or 9th? My dream is to live near Oberkampf....if at all possible. I would like to arrive in Paris in September and already have a place to stay....
